EPA Definition of Hazardous Materials. Under the EPA rules there exist some broad definitions for characteristics of Chemicals. CERCLA chemicals are in 40 CFR part 302, with list of CERCLA hazardous substances in 40 CFR 302.4. Regulatory requirements for accident prevention CAA section 112(r) are published in 40 CFR part 68 with the list of Risk Management Program chemicals in 40 CFR 68.130.
